It was clear then that 9/11 had changed the United States far more than it had the rest of the world. Washington’s new agenda of attacking terrorism around the world and building greater security at home blotted out other issues.
 
Ten years after 9/11, the same Carnegie experts revisit their original findings and analyze the longer-term impact of the historic attacks.
